The voting has begun in the 2nd Annual Open Web Awards, a unique opportunity for the most accomplished websites and services to receive international recognition for their achievements.
During the nominations round, Mashable received over 43,000 verified nominations. They narrowed down this huge pool to the 10 most-nominated sites and services in each category (where 10th place was a draw, they allowed more than 10 nominees in that category).

One of the highest-ranking operational leaders of the Basque militant group Euskadi Ta Askatasuna (ETA) has been arrested by French police, officials said.
Garikoitz Aspiazu Rubina, also known as Txeroki, or Cherokee, was held in Cauterets, a town in the French Pyrenees near the Spanish border.
He is assumed to have planned a series of attacks in Spain and France after taking over Eta’s military operations in late 2003.

Australia is ready to start on a new research agenda that would prove whales do not have to be slaughtered in the name of science.
The Australian government urged Japan to abandon its yearly whale hunt on Monday, putting $4-million into scientific research that is designed to end Japan’s scientific whaling program. The study would include aerial surveys, genetic analysis and tagging.

Iraq’s cabinet approved a treaty on Sunday that will allow a continued American military presence in Iraq for up to three more years.
Parliament’s deputy speaker, Khalid al-Attiyah, said he expected the 275-member legislature to begin debating the document this week and vote on it by Nov. 24.
All but one of the 28 cabinet ministers who attended the two-and-a-half-hour session voted for the agreement and sent it to Parliament for consideration, a huge relief to the United States, which had been in intense negotiations with the Iraqis for nearly a year.
