U.S. President Barack Obama delivered a speech before the UN Climate Change conference in Copenhagen Friday as world leaders remained unable to agree on a substantive deal to reduce greenhouse gas emissions.

The president exhorted delegates to put aside differences and agree on a plan of action. He said: “While the science of climate change is not in doubt, I think our ability to take collective action is in doubt right now, and it hangs in the balance.”

Obama talked about America’s willingness to curtail greenhouse gases “in the range of” 17 percent, as measured against 2005 levels, by 2020. He also urged China— without mentioning the country by name—to allow international monitoring to see if it is conforming to its emissions-cutting pledges.
